The main policies should involve political negotiations and organization of social life on the disputed territory. The Israelis would have to assume whether to annex the West Bank and Gaza Strip. And if they did so, they would have to decide whether to grant full civil rights to the Palestinians (Israeli-Palestinian Conflict, 2008).
